-You must have Simple Trainer.
-Copy objects5.ini into the your GTA IV directory.
-Start the game.
-Press F3 and go to Object spawning > More Objects Menu and there load objects5.ini
-Disable cars.
-Enjoy it!
Uninstallation: Delete objects5.ini from the your GTA IV directory.
