We got many bullet time mods but ...
I played Sniper Elite 2 - there you got bullet time when player get breeth. Now You too can do this in GTA IV [and EFLC]! :)
If You got sniper rifle and standing you can aim to some enemy... then just press E ! Your heart will pulse slowly and time too... :)
